In response to the COVID-19 pandemic and the financial burden on so many households, New York State has extended the deadline for Home Energy Assistance Program (HEAP) applications to August 31, 2020.
Energy Bill Assistance EXTENDED through August 31st
Bill Discounts Available for Qualifying Customers: Household Assistance Program provides an automatic discount on every bill. May qualify if you receive benefits from at least one the following programs:
- Home Energy Assistance Program (HEAP)
- Medicaid
- Supplemental Nutrition Assistance Program (SNAP)
- Supplemental Security Income (SSI)
- Temporary Assistance — Family Assistance (FA)
- Temporary Assistance — Safety Net Assistance (SNA)
- Veteran’s Pension — Non-Service Connected Disability
- Veteran’s Surviving Spouse Pension — Non-Service Connected Disability

Household Assistance Program
Eligibility: You may qualify for a discount if you have an active residential account in your name and you currently receive benefits from at least one of the following:
- Home Energy Assistance Program (HEAP)
- Medicaid
- Supplemental Nutrition Assistance Program (SNAP)
- Supplemental Security Income (SSI)
- Temporary Assistance – Family Assistance (FA)
- Temporary Assistance – Safety Net Assistance (SNA)
- Veteran’s Pension – Non-Service Connected Disability
- Veteran’s Surviving Spouse Pension – Non-Service Connected Disability
Home Energy Assistance Program (HEAP)
- Federally-funded Assistance: HEAP is a federally funded program that assists qualifying New Yorkers with the cost of heating their homes. HEAP benefits are not a loan. You do not have to repay any assistance received through this program.
- There are two main types of benefits:Regular Benefits: Based on income, household size and primary heating source.Emergency Benefits: For qualifying low-income New Yorkers who are facing heat or heat-related energy emergencies.
